The new regulations align with the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards. 
Digital content must conform to WCAG 2.1 Level AA criteria, addressing various disabilities by ensuring compatibility with assistive technologies, providing captions and transcripts for multimedia, and offering clear navigation.

  1. Color Contrast
    Requirement: Text must have a contrast ratio of at least 4.5:1 against its background.
    Example: Light gray text on a white background fails; switch to dark gray or black instead.
  2. Text Alternatives for Images
    Requirement: All non-text content (images or charts) must have alt text.
           A description of the image to access the information in the image without viewing it. 
    Example: The Siena Logo: Gold Dome with Green Writing "Siena".
  3. Keyboard Navigation
    Requirement: All content and functionality must be operable via keyboard only.
    Example: Users should be able to navigate using the Tab, Enter  and Arrow keys.
  4. Captions and Transcripts
    Requirement: Captions are required for all live audio content, and in transcripts for prerecorded audio.
    Example: A town hall livestream must include real-time captions and a video shown in class must have accurate closed captions.
