Colonel (R) William “Bill” T. Keegan ’81 retired from the US Army in 2005 after two years in the NY Army National Guard while attending Siena, and over twenty-four years of service in the regular army. His career took him to varied assignments around the globe during war and peace. He considers commanding soldiers his greatest contribution, on the DMZ as Guard Post Collier commander during a border incursion, the 82nd Airborne in Grenada, as battalion commander in the 82nd Airborne, G-3 XVIII Airborne Corps Artillery, and leading the SHAPE Current Operations in executing bombing and counter-sniper campaigns in Bosnia. Requested by name by Senate leadership, Colonel Keegan served in Army legislative affairs, and upon completion, attended the National War College and the Center for Higher Military Studies in Paris, France. This led to assignment as the senior adviser and military deputy to the Director, Operational Test & Evaluation. There he made critical fixes to soldier survivability, fixing problems with major Army weapons as they were heading to the wars in Afghanistan and Iraq, as well as aircraft and naval vessel programs. Leveraging his degree in manufacturing quality, he further built his engineering and test and evaluation credentials, and negotiated weapons test agreements with US allies. After Army retirement, and as a senior C-suite executive in industry, COL (R) Keegan was called back to serve as a senior executive by the US Navy and Australian Defence Department as their Director of Test and Evaluation. He led all testing for the fleet, new submarine design and testing, and redesigned the troubled submarine rescue program. After nearly four years in Australia, he returned home and advised all three governments on the AUKUS transition. He currently serves as a senior engineering advisor and principal test engineer for a stealth aircraft program.
