HEOP Eligibility Requirements

To be considered for the HEOP Program, students must meet all of the following:

  • Resident of New York state
  • High school graduate or possess an approved equivalency diploma (GED)
  • Academically disadvantaged with the potential and motivation for successful completion of a college degree
  • Willingness to utilize the services of the program
  • Economically disadvantaged with family income meeting the financial guidelines set by the NYS Education Department for the calendar year of the first entry into college (see chart below).

Transfer students may also be eligible if documentation is provided to verify previous enrollment in a comparable New York State Opportunity Program (i.e. HEOP, EOP, SEEK, College Discovery Programs). HEOP transfer admission is dependent on space availability in the program.

All admission decisions are made by the HEOP Department, the Admission’s Committee and the Financial Aid Committee in accordance with state guidelines.

Steps to Apply

Space is limited in HEOP, making admission very competitive.

  1. Complete and submit the Siena College Fast-Forward Application or the Common Application to our Admissions Office by February 15. 
  2. Check off the box for the Higher Education Opportunity Program (HEOP) on the Fast Forward Application. The application fee is automatically waived for HEOP applicants.
  3. On the Common Application, go to the Siena member page and select Fall 2018-Higher Education Opportunity Program (HEOP) under Preferred Start Term. Select YES to a Common Application Fee Waiver or institutional fee waiver on the Siena member page.
  4. Your guidance office must submit your official high school transcript, SAT or ACT scores, college essay and guidance counselor recommendation.
  5. After you apply for HEOP admission, you must complete the HEOP Financial Eligibility Assessment Form that will be attached to your acknowledgement email sent from our Admissions office. You must complete and return this form within 10 days or your application cannot be processed further. Contact if you have questions or can't access this form after applying.
  6. Once your application is complete and your Financial Assessment Form is returned, if potentially eligible, you may be invited to campus for a required personal interview. Additional income documentation may be required of you at that time.
  7. On-campus interviews begin in mid-December and continue until our class is met.
  8. Admissions decisions begin in mid-March.
