Research/Professional Activities 
Professor Phelan’s research interests include her focus on the increasing complexities of the Federal tax code and alternatives for simplification. Her passion is to provide services to the underrepresented taxpayer in our region. She spearheads the VITA (Volunteer Income Tax Assistance) program at the College. 

She is a member of the
·         American Institute of Certified Public Accountants, NYS Society of Certified Public Accountants, serving on the Statewide Higher Education committee
·         Internal Revenue Service Small Business Educators team.
