Loudonville, NY.  With just over four weeks until Election Day, Democratic incumbent Representative Kathy Hochul and her Republican challenger Chris Collins are in a dead-even tie, with 47 percent of likely voters saying they plan to vote for each, according to a Buffalo News/WGRZ-TV/Siena College Research Institute poll of likely 27^th C.D. voters released today.
