To be considered for the HEOP Program, students must meet all of the following conditions:

  • Resident of New York state
  • High school graduate or possess an approved equivalency diploma (GED)
  • Academically disadvantaged with the potential and motivation for successful completion of a college degree
  • Willingness to utilize the services of the program
  • Economically disadvantaged with family income meeting the financial guidelines set forth by the NYS Education Department for the calendar year of the first entry into college

Transfer students may also be eligible if documentation is provided to verify previous enrollment in a comparable New York State Opportunity Program (i.e. HEOP, EOP, SEEK, College Discovery Programs). All admission decisions are made by the HEOP Department, the Admission’s Committee and the Financial Aid Committee in accordance with state guidelines.

Steps to Apply

Space is limited in HEOP, making admission very competitive.

  1. Complete and submit the Siena College Fast-Forward Application or the Common Application to our Admissions Office by February 15. 
  2. Check off the box for the Higher Education Opportunity Program (HEOP) on the Fast Forward Application. The application fee is automatically waived for HEOP applicants.
  3. On the Common Application, go to the Siena member page and select Fall 2016-Higher Education Opportunity Program (HEOP) under Preferred Start Term. Select yes to a Common Application Fee Waiver or institutional fee waiver on the Siena member page.
  4. Your guidance counselor must submit your official high school transcript, SAT or ACT scores, college essay and guidance counselor recommendation.
  5. Complete the HEOP Financial Eligibility Assessment Form, which will be mailed to your home address after you apply for admission.
  6. Provide our HEOP Office with a photocopy of your Free Application for Federal Student Aid (FAFSA) or Student Aid Report (SAR) as well as documentation of your family income for the year.
  7. Once your application is complete and your Financial Assessment Form is returned, if eligible, you may be invited to campus for a required personal interview.
  8. On-campus interviews begin in late January and continue until our class is met.
  9. Admissions decisions begin in mid-March.
